Do I need a cookie banner?

Only if you enable cookie-based tracking. In cookieless mode nothing is written to the visitor, so no banner is required in most jurisdictions. If you switch to first-party cookies for cross-session tracking, you're responsible for consent like with any analytics tool.

Where does the data live?

Wherever you put it. Run the same image on a VM, in our EU-managed cloud, or on your own server - the dashboard and the script are the same code path.

URL, referrer, screen size, browser, OS and a coarse city from a short-lived IP lookup. In cookieless mode a daily-rotating hash stands in for identity. Names, emails and ad IDs are never collected unless you send them yourself as a custom event.

The software is AGPL-3.0 and free to run yourself forever. The cloud version costs $7 or $19 per month depending on traffic, with a 7-day free trial and no credit card needed to start.
